With over two decades of experience in operational strategy and execution for nonprofits and government agencies, Noelle is adept at translating core values into actionable plans that improve financial performance and operational efficiency. She believes that an organization’s ability to deliver mission impact is only as good as their overall institutional strategy, health and competence.
Throughout her career, Noelle has demonstrated an unwavering commitment to collaborative leadership and community engagement. She has directed programs and legislative strategies in a variety of community issues including watershed management, housing and urban revitalization, and economic development.
As Commissioner of the Vermont Department of Housing and Community Development (DHCD), Noelle led long-term community recovery efforts after Tropical Storm Irene and worked with communities to develop risk indicators along with roadmaps for resilience. Her leadership in hazard mitigation, sustainable development, and environmental health has had lasting impacts on climate resilience and economic sustainability in Vermont and beyond.
Noelle holds a Master of Environmental Studies from Dalhousie University in Nova Scotia and a Bachelor of Science in Biology from Mount Allison University in New Brunswick. She is also a Henry Toll Fellow, a government leadership program of the Council of State Governments. She is dedicated to community involvement, currently serving as Co-Chair for the VT Sustainable Jobs Fund and has held board roles with the Intervale Center, and Champlain Housing Trust and as a volunteer for the Pierson Public Library in Vermont and Recording for the Blind and Dyslexic in NJ.
